Tackling ASB - Tenancy Enforcement Team

The Neighbourhood Safety Team

The Neighbourhood Safety Team was created in December 1995 to focus effort on the rising problems associated with anti-social behaviour. Based at Cardinal Square, the roles of the service are to:

• manage and operate the initiatives designed to tackle anti-social behaviour
• manage and operate the two Community Watch Patrols and two Neighbourhood Warden Teams
• manage and operate the Housing Visitor function
• lead and support local office staff in the investigation of serious cases of nuisance where necessary.

Key Activities

To tackle our role and monitor anti-social behaviour we:
• check the anti-social behaviour records completed by Tenant Services Officers
• keep staff informed of changes in anti-social behaviour procedures including:

• Housing Act 1996 - new possession proceedings and injunctions
• Crime and Disorder Act 1998
• Human Rights Act 2000
• Police Reform Act 2002
• Anti-Social Act 2003.

• regularly liaise with Derbyshire Constabulary at all levels to combat anti social behaviour
• attend multi-agency meetings on specific cases
• manage and operate the Community Watch and Neighbourhood Wardens Patrols
• liaise with the ‘Social Landlord Crime and Nuisance Group’ and other authorities to establish good practice and best value in dealing with anti social behaviour
• develop partnership working within the Derby Community Safety Partnership and foster closer links with the Partnership Anti Social Behaviour Team
• prepare anti-social behaviour cases to Affidavit level
• attend court as necessary
• provide monthly statistics on anti-social behaviour activities
• provide training and advice to staff on anti-social behaviour.

Roles and Objectives

To:
• work with the police and other agencies to reduce crime and the fear of crime and to promote good quality partnership working to reduce antisocial behaviour
• develop links with Social Services and Education Welfare on child protection issues
• continue to monitor schools in designated areas to ensure security and safety
• monitor the effective use of Acceptable Behaviour Contracts City Wide
• review our anti-social behaviour - ASB and crime reduction processes
• apply Best Value to all tenancy team sections
• continue staff training on ASB issues
• give presentations on ASB, Community Watch Patrol - CWP, Neighbourhood Watch - NW and new legislation to Area Boards, the DACP and Community Panels when requested
• become involved in investigating racial harassment cases with the Racial Harassment Officer
• continue to develop CWP and Neighbourhood Wardens
• continue to monitor and refine housing visitor work on escorted views, furniture pack checks and Housing Benefit queries
• provide displays and workshops for a range of events and groups.
