Derby Homes’s Summary Statement of Policy
on Anti-Social Behaviour - ASB

Definition of Anti-Social Behaviour
Derby Homes uses the following definition of Anti-Social Behaviour based on the Crime and Disorder Act 1998.

"Behaviour that causes or is likely to cause harassment, alarm or distress to one
or more persons not of the same household".

Anti-Social Behaviour threatens the physical or mental health, safety or security of individuals, groups and communities and therefore undermines people's human rights.

Examples of behaviour considered to be anti-social

There are many types of behaviour which are considered as anti-social and these are listed below, although this is not an exhaustive list:

• racist behaviour or language
• using or threatening to use violence
• using abusive or insulting words
• damaging or threatening to damage another person’s home possessions
• late night visits, noise, cars parking
• writing threatening, abusive or insulting graffiti
• loud music
• arguing and door slamming
• dog barking and fouling
• offensive drunkenness
• selling drugs or drug abuse
• rubbish dumping
• excessive vehicle repairs
• storing scrap
• playing ball games in the streets or close to someone else’s home.

Anti-Social Behaviour may or may not amount to a criminal act. What is important in defining ASB is the effect of the behaviour on others.

General policy statement of approach to Anti-Social Behaviour
Derby Homes is committed to stopping Anti-Social Behaviour. It will work closely with Derby Community Safety Partnership and other partners.
